- Texas Private Security Act (Occupations Code Ch. 1702)
- The state statute governing private security in Texas. It defines the regulated services — guard, patrol, alarm, locksmith, investigations, personal protection — and makes it unlawful to perform, offer or advertise them without the required license. It is the first thing to check before writing a word of Texas security marketing copy.
- DPS Private Security Bureau company license
- The company-level license issued by the Texas Department of Public Safety's Private Security Bureau in Austin. Separate license classes cover guard companies, alarm systems companies, investigations companies and others; each requires a qualified manager, insurance and a fingerprint-based background process.
- Level II training
- The basic non-commissioned Texas security officer course covering law, ethics, the Private Security Act and use-of-force limits. It is the minimum to work as an unarmed officer in Texas and is delivered by a DPS-approved training school and instructor.
- Level III commissioned officer training
- The Texas course required to carry a firearm as a security officer. It adds firearms instruction and qualification, deadly-force law and range proficiency, and results in a security officer commission that must be renewed with recurring qualification. Armed work without a current commission is a licensing violation, not a technicality.
- Level IV personal protection officer
- The additional Texas credential required to work as a personal protection officer — bodyguard or executive protection detail — for a specific individual. It builds on the Level III commission and is what makes protective work in Texas legally distinct from armed guarding.
- Security officer registration and pocket card
- The individual DPS registration every Texas officer must hold, evidenced by a pocket card that must be carried on duty and produced on request. Registration is tied to an employing licensed company, so an officer's authority ends when the employment does.
- Alarm systems company license
- The separate Texas license required to sell, install, service or monitor alarm systems. A guard company license does not cover alarm work and vice versa — firms offering both hold both, which is one of the fastest ways a buyer can tell a full-service provider from a subcontracting broker.
- Alarm installer and alarm systems monitor registration
- Individual Texas registrations for the technician who installs or services alarm equipment and for the person who monitors alarm signals. Both sit under a licensed alarm systems company and both require background clearance before the individual may work.
- Private investigator license
- The Texas license covering investigative work — surveillance, background and undercover investigations, incident and fraud inquiries. Many security firms hold it alongside a guard license because internal-theft and workplace-incident work crosses the line into investigation quickly.
- Background checks, disqualifying offenses and continuing education
- Every Texas applicant clears a fingerprint-based state and federal criminal history check; specified felony and Class A/B misdemeanor convictions, deferred adjudications and protective orders disqualify for defined periods. Commissions and registrations then require periodic renewal with continuing education and, for armed officers, recurring firearms qualification.
- City alarm permit and false alarm ordinance
- Most Texas cities, Austin included, require a permit for each monitored alarm site and assess escalating fines once a site exceeds a free-dispatch allowance in a permit year. Permits and fines follow the property, not the alarm company, and unpermitted sites can lose police response entirely.
- Verified response
- A municipal policy under which police will not dispatch to an unverified burglar alarm — someone must first confirm the event by audio, video or an on-scene guard. Where it is in force it converts monitoring from a dispatch service into a verification service and makes video and guard response a requirement rather than an upsell.
- Dedicated, mobile patrol and remote guarding
- The three delivery models. A dedicated officer is stationed at one site; mobile patrol visits many sites on a route with logged checkpoints; remote guarding watches cameras from a monitoring center and intervenes by voice-down and dispatch. Cost per site falls sharply from the first to the third, and so does physical presence.
- Post orders
- The site-specific written instructions telling an officer exactly what to do — patrol routes, access rules, escalation contacts, emergency procedures, reporting. Post orders are the operational contract; in litigation they are also the first document produced, and a vague set is a defense problem.
- Bill rate, pay rate, markup and burden
- The bill rate is what the client pays per officer-hour. Underneath sit the officer's pay rate, the burden (payroll taxes, workers' compensation, unemployment, general liability, benefits, uniforms, training, equipment) and the contractor's markup for overhead and profit. Two bids at the same bill rate can pay officers very differently, which is why turnover, not price, is the real comparison.
- Scheduling, callouts, overtime and holiday premium
- Coverage is a promise to fill a post every hour it is contracted, so an uncovered shift becomes a callout, and callouts become overtime — commonly billed at a premium — while designated holidays typically bill at a higher rate. Chronic overtime is the visible symptom of an understaffed contract.
- Coverage hours and post factor
- A 24/7/365 post is 8,760 hours a year, which no single employee can cover. The post factor is how many full-time officers are actually required once shift length, days off, vacation, sick time and training are accounted for — usually between four and five people per continuously staffed post.
- Turnover rate
- Annual officer replacement as a share of headcount. Contract guarding runs among the highest turnover of any industry, and high turnover means unfamiliar officers, more training cost, more overtime and more incidents — it is the single most predictive quality metric a buyer can ask for.
- Wage compression
- What happens when the market rate for new hires rises toward or past what tenured officers earn, or when a client's bill rate stays flat while local wages climb. It drives experienced officers out first, and it is the mechanism by which a long-unescalated contract quietly degrades.
- Incident report
- The contemporaneous written record of an event — who, what, when, where, actions taken, notifications made. It feeds client reporting, insurance claims and litigation, and it is the artifact by which a security program is judged after something goes wrong.
- Use of force policy
- The written standard defining when an officer may use force, the graduated levels permitted, prohibited techniques, duty to report and required retraining. It bounds the officer's discretion and is the document that determines whether a use-of-force incident is defensible or indefensible.
- Armed versus unarmed liability
- Arming officers changes the risk profile, the insurance requirement, the Texas credential (Level III commission), the training and requalification burden and the cost per hour. The decision belongs in the risk assessment, not the price negotiation — an armed post that the threat picture does not justify adds exposure rather than protection.
- Negligent hiring, training, supervision and retention
- The theory that an employer is liable for harm caused by an employee it should not have hired, failed to train or supervise, or kept on after warning signs. It is the most common claim against a security contractor and the reason background files, training records and supervisory documentation are retained.
- Premises liability, foreseeability and third-party crime claims
- A property owner can be liable when a criminal act by a third party injures someone on the premises and the risk was foreseeable — typically shown through prior similar incidents on or near the property. Foreseeability is what converts a crime into a lawsuit, and documented security measures are the primary defense.
- Security assessment and CPTED
- A structured walk of a property identifying vulnerabilities and recommending countermeasures. Crime Prevention Through Environmental Design is the design discipline behind much of it — natural surveillance, access control, territorial reinforcement and maintenance — fixing lighting, sightlines and landscaping before adding cameras or officers.
- Risk assessment and threat matrix
- Rating each identified threat by likelihood and consequence, then plotting them to prioritize spending. It is what turns 'we need more security' into a defensible, phased budget and gives an executive committee something to approve.
- Workplace violence prevention program
- A written program with a threat assessment team, reporting channels, behavioral warning-sign training, response and lockdown procedures and post-incident support. Several states now mandate one in writing with employee training and an incident log, moving this from best practice to compliance.
- Executive protection
- Close protection of a principal — advance work on venues and routes, protective intelligence and threat monitoring, secure transportation, residential security, and travel risk management. Low-profile competence, vetting and discretion define it far more than visible armed presence.
- Event security staffing ratios
- The planning figure for officers per attendee, adjusted for alcohol service, crowd demographics, venue layout, ingress and egress choke points, screening lanes and the local jurisdiction's permit conditions. Ratios are a starting point that the site plan and risk assessment then correct.
- Access control: credential, reader, controller
- The chain of an access system — the credential a person presents (card, fob, mobile, biometric), the reader that captures it, and the controller that checks it against permissions and releases the door. The controller holds the decision logic, which is why panel replacement, not badge replacement, is the expensive part of a migration.
- ACaaS (Access Control as a Service)
- Cloud-hosted access control sold as a subscription: the provider runs the software and updates, the customer keeps only doors, readers and controllers on site. It shifts access from a capital project to recurring revenue and makes multi-site administration practical from one console.
- VMS and VSaaS
- A Video Management System is the software that records, stores and presents camera video, traditionally on servers in a closet. VSaaS is the cloud subscription equivalent, trading local storage and maintenance for bandwidth cost and monthly fees — the central architectural choice in any modern camera project.
- Camera-to-viewer ratio
- How many camera streams one human is actually watching in a monitoring center. Attention degrades quickly as the number climbs, which is the honest argument for analytics-driven alerting instead of wall-to-wall video walls.
- Retention, resolution and bitrate
- Storage need is driven by camera count, resolution, frame rate, compression and how many days of video must be kept. Retention is often set by insurance, franchise agreement or regulation, and it — not camera price — usually dominates the cost of a video system.
- Video analytics
- Software that classifies what is in a scene — person, vehicle, loitering, line crossing, left object, crowd density — so operators are alerted instead of watching. Modern deep-learning analytics cut false alerts dramatically compared with old motion detection, but performance still depends on camera placement, lighting and scene design.
- LPR (license plate recognition)
- Cameras and software that read plates for gate access, parking enforcement, hotlist alerting and post-incident investigation. Placement, lane geometry, lighting and speed determine read accuracy, and data retention policy determines the privacy exposure.
- Intrusion detection
- The sensor layer — door and window contacts, motion detectors, glass break, beams, vibration and perimeter sensing — plus the panel that arms, disarms and communicates. Design is about coverage overlap and defeating both the intruder and the false alarm.
- UL-listed central station (UL 827, UL 681)
- UL 827 is the standard for central-station alarm service facilities, covering construction, staffing, power redundancy and communication resilience; UL 681 covers the installation and classification of burglar alarm systems. A UL-listed certificate on an account is frequently what an insurer or an AHJ actually requires.
- Response time SLA
- The contractual commitment on how fast something happens — signal handling at the monitoring center, mobile patrol arrival, or a technician on site for a service call, usually tiered by severity. It should be written with a measurement method and a remedy, or it is decoration.
- RMR (recurring monthly revenue)
- The contracted monthly fee from monitoring, hosted video, managed access and service agreements. RMR is the core metric of the alarm and integration business because it is predictable, contractually committed and valued as a multiple rather than as annual revenue.
- Attrition and the alarm account purchase multiple
- Alarm and monitoring accounts are bought and sold at a multiple of their RMR, with the multiple set by contract terms, account age, credit quality and above all attrition — the rate at which accounts cancel. Low attrition and long remaining contract terms are what move a portfolio's price, and holdbacks are standard to cover post-closing cancellations.
- Installation versus monitoring margin
- Installation revenue is lumpy, competitive and often near cost, while monitoring and service carry high gross margin and recur. Understanding which side a provider actually makes money on explains its pricing, its contract length and its willingness to discount hardware.
- Service contract
- The post-installation agreement covering preventive maintenance, firmware and software updates, parts and labor coverage, response times and sometimes remote health monitoring. It is where an integrator's relationship either persists or lapses into a warranty-only silence until the next competitive bid.
- Integration project delivery
- Survey, design and drawings, submittals and permits, procurement, rough-in and cabling, device installation, programming and commissioning, acceptance testing, as-builts, training and closeout. Most schedule failures trace to construction coordination and network readiness rather than to the security equipment itself.
- Low-voltage licensing
- Security, access and camera cabling is regulated work. In Texas it falls under DPS alarm licensing and, where fire or electrical scope is involved, under state electrical licensing and local permitting as well — so an integrator's license stack determines what it can legally self-perform versus subcontract.
- NFPA 72 and the fire alarm interface
- The National Fire Alarm and Signaling Code governs fire detection, notification, monitoring and inspection. It matters to security work at the seams — door hold-opens and access control releasing on alarm, elevator recall, mass notification, and the fire alarm communicator path — where the fire code overrides security preferences on egress every time.
